If you're flying into Bulgaria and coming to the Veliko Tarnovo region you have a number of choices of transport.
In this country, as in many others, newly arrived travellers can be a target for those who will take advantage of their inexperience. Taxi fares from airports to public transport can be inflated. This is something the airports are trying to control, so if there is a taxi booking desk within the airport you would be well advised to use it. Avoid any individual who approaches you offering a taxi either at the exit of the terminal or in the car park.
